The Tongue Point Job Corps Center is the only center in the United States that offers a Seamanship training program. It is operated by the Inland Boatman's Union (IBU) in conjunction with the U.S. Dept. of Labor. This program requires a Union referral prior to entering Job Corps. A referral involves visiting a local IBU office.

This is a basic screening process to determine whether or not a potential student is color blind, has a record or drug use and/or chronic illnesses. The Seamanship program offers training that leads to qualified rating certification by the U.S. Coast Guard in two areas:

Able Seaman (Limited)
Watch standing, basic navigation, steering, line handling, splicing line, loading and unloading cargo, small boat handling, life boat training, basic engine room maintenance, attaching lines to barges, fire fighting and damage control, and all aspects of deck seamanship required for this rating by the U.S. Merchant Marine.

Qualified Member of the Engineroom Department (QMED)
Students learn able seaman skills first, then learn more advanced engine room operations and maintenance such as basic diesel engine theory, reading pressure gauges, identification of fuel, air and water lines, operation of generators for power supply, boiler operations, and how to compute fuel usage and capacities.
